Do you mean the chime sculpture is by Ugo Rondinone? Because I am fairly cure that the tree is by Roxy Paine.
No, sorry, it really is by Ugo Rondinone. The installation consisted of a dead tree, wrapped in silver gaffer tape and a windchime. It was part of the exhibition Lustwarande, Disorientation by beauty, Tilburg (NL) 2004.
